According to Article 48, Paragraph 1 of the Copyright Act,
central or local government agencies, legally established educational institutions, or libraries open to the public may reproduce the abstracts attached to the following publicly published works:

1. Master’s or doctoral theses written in accordance with the Degree Conferral Act, where the author has already obtained the degree.

2. Academic papers published in journals.

3. Papers published in conference proceedings or research reports that have been made publicly available.
